Dialogue on equal footing with the DPRK as a solution to the Korean Peninsula crisis

Abstract

Methodological basis of research is the principle of historicism, which is understood as the requirement to consider the studied phenomenon in the processes of formation, development, conjunction with other events, which allows reconstructing of a coherent vision of international negotiations as a method of solving the «Korean problem» at each stage of the chronological segment of the study. It is also assumed that the pursuit of negotiation is one of the elements of the current international political situation, the constant development of which is depends on factors of history of the conflict on the Korean Peninsula. Among the general scientific cognition methods used by the authors, the empirical and theoretical techniques for analysis, synthesis, inductive generalizations occupied center stage.

The crisis period of the conflict between the DPRK on the one hand and the US and its allies on the other, based on the review of mass-media reports, official statements and international political environment assessments, is under consideration. The subject of the study is international negotiations, as the first step towards a comprehensive solution of the “Korean problem”. The research addresses the following issues: the conditions for the transition to dialogue, the interests of the Contracting Parties, the participation of the Russian Federation as a potential mediator, the roadmap for dialogue presented by the interested States at the end of 2017 and at the beginning of 2018. The conclusion is that there is a need for a dialogue on an equal footing with the Democratic People’s Republic of Korea as an independent participant in interstate projects in Northeast Asia and as an equal actor in modern international relations.
